Recently, the Civil Aviation Department of Hong Kong issued a notice that if lithium battery cargo is concealed and declared in ordinary cargo, once verified, the shipper and freight forwarder will be held accountable, with a maximum fine of 250000 yuan and a penalty of 2 years in prison.
The airline recently discovered concealment of declaration behavior for lithium battery products in e-commerce goods. Some goods declared as plastic cases, phone cases, denim samples, clothing, shoes, toys, etc. actually contain lithium batteries. Whether they are used as supporting or built-in lithium battery products, they have not been truthfully declared on the waybill. This type of false concealment behavior has violated the Hong Kong Dangerous Goods Safety Management Regulations. Therefore, once the behavior is verified, both the shipper and freight forwarder will be held accountable, with a maximum fine of 250000 yuan and a penalty of 2 years in prison.
According to Article 50 of the "Regulations on the Administration of the Transport of Dangerous Goods in Civil Aviation" (Order 42 of the Ministry of Transport), "it is prohibited to carry dangerous goods in ordinary goods or to conceal or falsely report dangerous goods as ordinary goods for shipment." Article 132: "If the shipper or its agent commits one of the following acts, the civil aviation management department shall impose a warning or a fine of not more than 30000 yuan: (7) Violating this regulation by consigning dangerous goods that are restricted by national laws and regulations, and failing to meet the requirements of relevant laws and regulations.
