Special cargo transportation, in addition to complying with the regulations for ordinary cargo transportation, should also comply with the following corresponding special requirements:
If the shipper requests urgent transportation of the goods, with the consent of the carrier, urgent transportation can be processed and expedited freight charges can be charged according to regulations.
Microbial products such as bacterial strains and carrier cultures that are harmful to humans, animals, and plants shall not be transported without special approval from the Civil Aviation Administration of China.
Vaccines, vaccines, antibiotics, serum, and other biological products that have been artificially manufactured, extracted, and subjected to aseptic treatment can be transported as general cargo if the shipper provides a sterile and non-toxic certificate. The storage and transportation of microorganisms and harmful biological products should be kept away from food.
The transportation of plants and plant products must be accompanied by a valid "Plant Quarantine Certificate" issued by the plant quarantine department at or above the county level (including) where the shipper is located.
The ashes should be packed in closed plastic bags or other sealed containers, with wooden boxes and the outermost layer wrapped in cloth.
Conditions for transporting the coffin:
(1) The shipper shall present a death certificate issued by the hospital and a transportation permit issued by relevant departments, and shall contact the carrier in advance to agree;
(2) The corpse is non infectious;
(3) The corpse has undergone anti-corrosion treatment and is within the anti-corrosion period;
(4) The body is packaged in an iron or wooden coffin, with an iron box and easy to load and unload buckles. The coffin should be filled with absorbent materials such as sawdust or charcoal, and the coffin should be seamless and securely nailed or welded to ensure that odors and liquids do not spill over;
(5) When handling the shipment, the shipper must provide a certificate of burial issued by the funeral department. Animal transportation must comply with relevant national regulations and provide an immunization certificate and quarantine certificate from the local quarantine department at or above the county level; For the shipment of animals under national protection, relevant department approval certificates must also be issued; The shipment of animals within the scope of market management must be certified by the market management department.
The shipper shall contact the carrier in advance and book the shipping space for the animals. When handling the shipping procedures, a declaration form for the transportation of live animals must be filled out. Animals that require specialized care and feeding or require large quantities should be escorted. The packaging of animals should be easy to load and unload, as well as suitable for animal characteristics and air transportation requirements, to prevent animal damage, escape, and contact with the outside world. Measures should be taken at the bottom to prevent fecal leakage, ensure ventilation, and prevent animal suffocation. The outer packaging of animals should indicate the precautions for care and transportation.
The shipper and consignee shall deliver and pick up the animals at the airport, and be responsible for the storage of the animals before and after transportation. For animals with special requirements for loading, the shipper should explain the precautions to the carrier or provide on-site guidance. The carrier should pack the animals in an aircraft cabin suitable for carrying them. The carrier shall not be liable for the death of animals during transportation, except for the fault of the carrier.

When consigning fresh and perishable items, the shipper shall provide the maximum allowable transportation time limit and transportation precautions, book the cabin, and send them to the airport for check-in procedures at the agreed time. The government stipulates that fresh and perishable items that require quarantine should provide a quarantine certificate from the relevant department.
The packaging should be suitable for the characteristics of fresh and perishable items, and not cause pollution or damage to aircraft and other goods. Passenger flights are not allowed to load fresh and perishable items with unpleasant odors. Fresh and perishable items that require special care should be provided by the shipper with necessary facilities, and if necessary, they should be escorted by the shipper. The expenses incurred by the carrier in taking protective measures for fresh and perishable goods during transportation and storage shall be borne by the shipper or consignee.
Valuable items include precious metals such as gold, platinum, iridium, rhodium, palladium, and their products; Various gemstones, jadeware, diamonds, pearls, and their products; Precious cultural relics (including books, paintings, antiques, etc.); Cash, securities, and items with a gross weight of over RMB 2000 per kilogram. Valuable items should be packaged in sturdy and tight boxes, with # shaped iron straps and seals at the seams.
Firearms and police equipment (referred to as firearms) are special controlled items; Ammunition is a hazardous substance under special control. The following certificates should be issued when shipping:
(1) The shipper must provide a transportation permit issued by the public security bureau at the place of departure or to the county or city for the shipment of various firearms and ammunition, or a permit certificate issued by the national competent department;
(2) The domestic transportation of various types of firearms and ammunition entering and exiting the country must provide a transport certificate issued by the border inspection station; The packaging of firearms and ammunition should be the original packaging from the factory, and non factory original packaging should be guaranteed to be sturdy, tight, and stamped. Firearms and ammunition should be packaged separately. The entire process of transporting firearms and ammunition requires strict handover procedures.
According to the nature of the goods, if a dedicated person is required to take care of and supervise them during transportation, the shipper should send someone to escort them. Otherwise, the carrier has the right not to carry the escorted goods and must book a space in advance. Escort
The carrier shall fulfill the requirements for escorting the goods and be responsible for the safe transportation of the goods. The escort should purchase a ticket and complete the boarding procedures.
The carrier shall not be liable for the loss of goods escorted by the shipper, unless it is proven that it was caused by the carrier's fault. If it is proven that it was caused by the carrier's fault, compensation shall be made in accordance with the relevant provisions of Article 45 of these Rules. The carrier shall assist the escort in completing the escort task and affix a "escort" label on the packaging of the escorted goods. Mark the words "Escort" in the storage and transportation precautions column of the waybill, and indicate the date and flight number of the escort.
