Step 1: Before the express arrives at the express supervision center, the operator shall declare the electronic message to the customs through EDI. The following data items of the batch of express should be declared: (1) total waybill number; (2) Import date; (3) Flight number; (4) Declaring company; (5) Express delivery companies; (6) Recipient; (7) Product name; (8) Quantity; (9) Weight; (10) Value; (11) Nature.

Step 2: If the package has actually arrived at the package supervision center and the electronic message has been verified by the customs to be correct and in compliance with relevant regulations, the customs will send release instructions to the operator through the EDI system.

Step 1: The operator shall fill out the KJ1 customs declaration form and declare to the customs with the master waybill, sub waybill for each shipment, and other necessary documents from the customs.

Step 2: If it is verified by the customs and meets relevant regulations, the customs shall stamp the release seal on the total waybill.

Object of service

1. It should have certain qualifications and conditions: it should be approved by the competent department of foreign economic relations and trade and registered and filed with the customs.

2. EDI declaration electronic data items should comply with the prescribed format and include the following content: (1) total waybill number; (2) Import date; (3) Flight number; (4) Declaring company; (5) Express delivery companies; (6) Recipient; (7) Product name; (8) Quantity; (9) Weight; (10) Value; (11) Nature.

3. Non EDI declaration should submit relevant documents and materials in a timely manner.

4. Express packages should be stored in specialized customs supervised warehouses. Without the permission of the customs, it is not allowed to load, unload, unpack, repackage, pick up, deliver, or ship express parcels within the regulatory time limit.

5. Express shipments should be classified and assisted in customs inspection. If it is found that the package contains prohibited goods, it should be immediately notified and assisted in customs handling.

Obligations of administrative agencies

If the imported express has been verified to comply with relevant regulations, the customs shall send a release instruction to the operator. If the outbound express has been verified to comply with relevant regulations, the customs shall stamp the release seal on the main waybill.

Time limit for handling affairs

After receiving the EDI electronic data declaration, if the situation is normal, the customs shall complete the release procedures within half an hour.

Note: According to the flight schedule, the cargo documents that need to be cleared for customs clearance at noon must be handed over to the customs broker no later than 10:00 am, and the cargo documents that need to be cleared for customs clearance in the afternoon must be handed over to the customs broker no later than 15:00 pm. Otherwise, it will increase the burden on the customs declaration speed of the customs broker, and may also result in the goods not being able to enter the expected flight, or cause the freight station to charge overtime fees due to emergency situations.
